To combat the traditional post-festival pollution surge, the regulatory order enforces sweeping bans on standard industrial and commercial operations. Beyond an outright temporary ban on most non-essential construction and demolition activities across the capital region, the order significantly alters regular office building operations and employee commutes.
Key Details of the Order:
- The 50% Rule: Private and Government offices in Delhi, Gurugram, Faridabad, Sonipat, Ghaziabad, and Gautam Buddha Nagar (Noida/Greater Noida) must operate with a maximum of 50% physical staff attendance, with the remaining employees working from home.
- Exemptions: Industrial establishments and essential services (such as hospitals, public health, water, sanitation, and power) where work-from-home arrangements are not feasible are exempt from this order.
- Geographical Coverage: The restrictions apply across the National Capital Territory (NCT) of Delhi and the listed districts in Haryana and Uttar Pradesh.
- Enforcement: Local administrations, police, and pollution control boards will monitor compliance, and non-compliant entities face penalties.
